A BETTER CLIMATE for NGVs

With energy security and climate change on the political agenda in Brussels, and fuel prices at record high levels, alternative fuels remain one of the cornerstones of the emerging European energy policy. Ambitious targets have been set to replace 20% of the petroleum based fuels in the transportation sector by 2020: with 2% hydrogen, 5-8% biofuels (including biomethane), and 10% natural gas. Climate change research supporting these targets also has identified the wellto- wheel benefits of both compressed natural gas (CNG) and biogas which, when used as biomethane in vehicles can provide a CO2 neutral benefit to the environment. Liquefied natural gas (LNG) in vehicle applications also is on the rise, not only in over-the-road applications but in
marine applications as well.

Increasingly more NGVs and natural gas fuelling stations are appearing on European roads. While the chicken-and-egg situation is far from being cracked on a European-wide basis, the fuelling infrastructure is beginning to take shape so that NGV customers in some countries are finding fuel more available than ever. Nevertheless, the ‘European Approach’ has not yet been realized and much work remains to be done.

Politics and policy-makers are at the heart of the solution to provide a larger market for cleaner, non-petroleum based fuels while still maintaining personal (and commercial) mobility. Who are the primary, most creative politicians; where are they from; and what are they doing? Be they incentives, mandates, standards development or support for more research, the tools available for policy makers are clear. The approaches vary but the pathway to energy security, relying more on renewable energy like biogas and other alternatives like NGVs are the key messages of this year’s ENGVA conference. The people delivering the messages at this year’s ENGVA conference will be the policy makers and the analysts who provide input to their decisions.

Market research in many countries would show that most people do not know that cars, trucks and buses can operate on natural gas. In countries with significant penetration of NGVs, the image generally is positive. But how can the image of NGVs be shaped and highlighted in the minds of the public so that they can achieve similar levels of tehcnological sex appeal as hydrogen fuel cells and electric hybrid vehicles? A panel of expert communications and public relations specialists will explore the challenges of developing NGV awareness.
